There is so many rescues committed to certain types of dogs you are correct
I posted my old pup Xena a few times she’s no longer with us, but she was a white shepherd/greyhound mix from the greyhound rescue, she was returned a handful of times simply cause she was incredibly anxiety ridden and feared everything, she had alot of work put into her and we paired well, I had to fight for her, and they couldn’t believe I kept her after all the broken windows and chewed doors.
But I seen from my sisters experience how fucked some rescues can be, when she tried to adopt a beagle who was 5, she was turned away cause her husband is a postal worker, and they said that many dogs have issues with postal workers, the list of complaints were long against that shelter which was privately ran, and it eventually shuttered,
She currently volunteers at another shelter, and is a feeelance artist as a side hustle where her profits are donated, ti said shelter, and she said the hardest part they have is pairing people, like you don’t want to give granny with her fresh hip replacement a 100 lb Rottweiler who is gonna drag her to another hip replacement at the site of a squirrel, but often people leave empty handed simply because based on their lifestyles children other pets, they can’t pair them with a pet that will make both happy.
So honestly I agree it is hit or miss, but with no regulation we face overpopulation and good dogs with no homes, and now with breed restrictions, some complexes require “Genetics Testing” to bring your pet home, it’s making it worse there’s no bad breeds just bad owners but that’s a discussion for another day
