Great question! We do keep an eye on who flags, how often, whether they are warranted, whether they are retaliatory, whether someone is asking for their post to be deleted, etc. If you flag a lot and your flags are disagreed with, it can keep you at a lower trust level (that is built into the Discourse software) and that can result in fewer likes available for you to use each day, etc.
So the short answer is yes, there are consequences for unwarranted flagging.
We do keep an eye on flags. One thing I just recently discovered is that if someone with a higher trust level flags a post, that post is automatically hidden because the flagger is a trusted flagger (according to the software). This solves the mystery we have had on why some flagged posts are automatically hidden.

I fully support the reform section 5 campaign and think it’s good they had success in getting the ‘insult’ bit removed from legislation in the UK.
On a forum however, there are guidelines. If people don’t want to follow the guidelines, they don’t have to. But actions have consequences. If people facing consequences for their actions turns them into an arsehole, that is on them, not the guidelines.
