California I feel like has to be very high but with its large population I guess that kills the per capita.
Looked it up, really surprised they are not in the top 10. Prisons were so freaking crowded in California… I guess first hand experience didn’t give inside advantage lol

Prisons are crowded all over many states. They are having problems staffing officers. Delaware has a huge problem under staffed .they just tried 11 prisoners in that prison riot that killed that corrections officer and only one has been charged with the murder. The rest didnt have enough evidence against them and they let them walk. Sooo…who wants to be a corrections officer? They offer a great sign on bonus…lol
